The permission was granted by the German authorities. You can't compare Germany and Prussia. Germany was the German Empire (Deutsches Reich) and Prussia was a part of it, was one German state among others. After the Vienna congress in 1815 Prussia became the predominant state of Germany and more and more in opposition against the German Kaiser in Vienna, which was then the German capital town. There was even a brother-war in 1867, when Prussia overcame Austria. Since then (with the exception of 1938-1945) Austria does not belong to Germany after beeing over 1000 years a part of it.
