Sorry but it seems I was given the wrong information. Now I have just read the news from Saarland and they say the Tour is supposed to arrive on the Schengener bridge between Saarland and Luxemburg tomorrow at around 13h45, go through Perl and arrive at around 14h30 in St. Wendel and finally at around 17h00 in Saarbrücken.
