I went to NIGR last year and it was a wonderful learning experience. They usually open applications up in January. I would recommend that you go online now and put your name on their list. They will notify you when it is time to apply. You won't hear back from them that they received your mail however, which makes you feel like they didn't get it. I put my name on there list several times last year. They take about 40 people.
