Sharon -- When I receive a pension file from the National Archives, it has been photographed and the pages placed in PDF format. Like your grandfather's records, the pages are not always in logical or chronological order. My choice has been to number them as received and refer to them that way (in addition to describing them, of course). But I can well imagine a situation where you became well enough acquainted with them that you could see a more productive way of organizing them. I just wouldn't be in a big hurry to reorganize them until you're familiar with them.
