    3. Suzanne: Are you thinking of "International Vital Records Handbook" by Thomas Jay Kemp, 5th edition, published 2009 by GPC (Genealogical Publishing Company), ISBN 978-0-8063-1793-9? He also gives web sites and if I were to order something I think I'd check the web site for current fees and rules in case any agency had placed restrictions on access since the book was published.
