My first thought was that her husband was a nephew of the woman born in Scotland. If asked to give a name for my relation to the wife of nephew, I would say they were a niece-in-law. I agree with this interpretation of "step niece" in the same way that a step-daughter is sometimes recorded as a daughter-in-law.
