This is not a consent of a guardian. Note the "she being of age." Ginsey/Jinse was over 21. I have often seen females over 21 write a note to the clerk giving permission for a license to be issued. In this case you have the note of the intended bride giving consent to the license being issued and the mother's testimony that her daughter was "of age" combined in one document by the scribe followed by both "signatures." The bond is standard text.
