I didn't know the acronym "PLSS" until I did a web search. You can purchase a subscription to Earthpoint (very cheap for Option 2) to enable overlays on Google Earth. http://www.earthpoint.us/ So you have to download Google Earth to be able to use the overlay. It maps out the township, range, and section grids. It is up to you, however, to specifically locate the property or to insert the township, range, and section numbers into Earthpoint's "Fly to" application which is free http://www.earthpoint.us/TownshipsSearchByDescription.aspx Of course it does more than just homesteads (which have a narrowly defined definition based upon the 1862 Homestead Act), so maybe it's not what you are looking for.
