I was going back over my email and saw I did not send this information to you. Van Buren County, TN was created in 1840 from Bledsoe, Warren and White Counties. Dr. Margaret Rhinehart in Spencer, Tn 38585 can probably give you letter to who ever works on the Brock Family from that area. There is also a great photographer in the small town of Spencer who's name is Gene Brock. And yes, Spencer is a wonderful place. I used to work there. I live in White County. The post office is wonderful and most people will get their mail at just Spencer as the Post Master knows is great and knows most everyone. I hope this helps you. The Van Buren County page lists the Van Buren County Genealogy Society and they do have email.
