Sentence them to one year of once weekly cemetery cleanup AFTER they have restored the vandalized damage. And for good measure -- assign them to another small country cemetery as well. Reappear in court at end of year with pix of work and an essay on How to Take Care of Country Cemeteries. Have them write letters of apology to all known relatives of those buried there. Overkill?
