GREAT!! I think this is a very original, and very befitting, punishment. I agree that in the long run it would be much more beneficial to the young people than for them and/or their parents to pay a fine. Maybe you can find out who in the law/court arena might have jurisdiction over what punishment will be given and give them a copy of your idea.
