I think the truth is that during Civil war days the south especially was cut off from many supplies.times were hard and the only way for either side to supply their men with the necessities was to take it from the civilians. After all that is who they were fighting to protect. The problem was that both sides took it from the same people. Both sides were just as guilty of that sort of thing.
