If you are not a surviving spouse one of the children or the parents of the military participant, you cannot get information on the person in question. I have an Uncle, my Mothes youngest brother that served in WWll and no where is Neice or nephew, cousin or such listed as being acceotable as family. It does say if you can get written permission from one of the acceptable family members certain types of paper work will be released for a fee.
