I would call the local postmaster (person) and ask. I'm used to stupid questions. It seems that is all I ask. Maybe, check the USPS page http://www.usps.com/ and maybe email their support. As you can see, I am full of stupid answers, also. I have several "real people" I can't locate. If you find out where to look, please let me know.
