ACTION ALERT CALIFORNIA SB1614, WHICH WILL REMOVE THE CALIFORNIA BIRTH AND DEATH INDICES FROM THE PUBLIC DOMAIN, IS ON A FAST TRACK TO THE STATE ASSEMBLY COMMITTEE ON APPROPRIATIONS. IMMEDIATE ACTION IS NEEDED. Heavy opposition has been mounted to kill SB1614. However, in the event that our efforts fail, this bill will rapidly move to the California State Assembly Committee on Appropriations as early as August 14th. We cannot wait for any more committees to wheel and deal. Full access to the Birth and Death Indices is at stake. We must act now. It is vital that you call, fax, and E-mail ALL MEMBERS OF THE CALIFORNIA STATE COMMITTEE ON APPROPRIATIONS IMMEDIATELY and urge a DO NOT PASS vote on SB1614. Tell the committee it must not spend taxpayer's money on a bill that won't do what it says it will do. SB1614 purports to solve the problems of identity theft by removing the birth and death indices from public domain. This bill is misdirected. It won't work because most experts agree that the majority of identity theft occurs through the literal theft of mail, purses, or wallets, through on-line and telephone scams, and occasionally through the misuse of birth and death CERTIFICATES-NOT the indices. In support of this fact, both the Department of Justice and the State's Office of Privacy Protection confirm that neither office has documentation that the indices have been used for identity theft. SB1614 will cost the state of California more then $2 million dollars in the first year alone. In addition, there will be *annual* local mandated costs which will run into multimillions of dollars. In California's current budget CRISIS, taxpayer's dollars must not be used to fund a bill that won't work.
