You are on the right track in Overton Co. TN. The Payne family and the Taylor Family lived there. Paul Taylor, now deceased did a lot of research on them. Look in the Old Bethel Cemetery, on line in Overtron Co. Gen Web site. Also search that site for added information. Paul Taylor's Daughter lives on the Heard Ridge and she may have some of his papers. Again you are in the right area and should be able to find what you need.
