Born and reared in Chattanooga, he was a graduate of the University of Tennessee in Knoxville where he was president of Sigma Chi fraternity and of the University Student Body. As an outstanding graduate, he was selected as a Torchbearer as was his bride to be, Margaret Webb of Knoxville. He was also named to Tau Beta Pi and Scarabbean honor societies. Following their wedding June 24, 1944, the couple moved to Savannah, Georgia, where he was employed as an industrial engineer by Union Camp Paper Corporation, then known as Union Bag. As Chief Industrial Engineer, he was responsible for four engineering groups covering plants and forest operations located in nine states. He was also responsible for the location of new company plants, land acquisition and evaluations involved in purchasing other companies. He served as one of his company's three members on the Management Committee of Titanium Enterprises. In 1972, he moved to the Branigar Organization, a Union Camp subsidiary, where he served as vice president in Central Florida for three years, and then returned to Savannah to direct forward planning for the award winning Landings development. He retired from Branigar in 1983. His many honors include being elected as one of the 61 Fellows of the American Institute of Industrial Engineers. He was vice president and trustee of this 18,000 member organization. In 1961, he was selected "Outstanding Industrial Engineer" for the Southeastern Region. He has spoken and published widely on site selection as an authority in the field. Over the years he evaluated more than 500 potential sites located in the United States and abroad. During those early years in Savannah, he could not enlist in WWII because of an old school injury to his eye. (The patch became a distinguishing characteristic.) Therefore, he enlisted in the Coast Guard and following a days work at Union Bag, would serve as watchman for any ships that might be in port that night. Civically in Savannah he served as director or officer of Rotary, Y.M.C.A., Little League, Science Museum as well as board trustee for Savannah Country Day School, the Metropolitan Planning Commission, Southern Industrial Development Council, and director of Southland Oil. In 1990, he with two others, formed a Habitat for Humanity chapter at The Landings recruiting some one hundred volunteers over a two year period. Significant also was his dedication for many years to Young Life, a Christian ministry to teenagers. He served on the Young Life Committee that raised funds to bring the first YL staff to Savannah. His children and grandchildren have continued to live out his dedication in their own lives. A founding member of the Skidaway Island Presbyterian Church, he served as an Elder and was instrumental in the design and construction of the present sanctuary and facilities. In earlier years he was also actively involved at Independent Presbyterian Church, including serving as an Elder. He was predeceased by his parents and his sister Jean Reagan Stewart. In 1963, he and his wife lost their eldest child, Creed Harrison Reagan III ("Chip") at 16. Surviving today are his wife of 63 years, Margaret Webb Reagan; his daughter Julia "Judy" Reagan Huckaby and her husband, Rodney Huckaby of Knoxville; son, Robert "Bobby" Webb Reagan and wife, Beth Bickley of Atlanta; grandchildren, Huck Huckaby and wife Laura Huggins of Charlotte, Creed and Thomas Huckaby of Knoxville, Chip, Christopher, and Chandler Reagan, all of Atlanta; sister-in-law, Julia Dossett Webb (Mrs. Robert) of Knoxville; and brother-in-law, William Stewart of St. Cloud, FL.
