Looking at the 1850 census for McNairy Co., Tn., I would say it is most likely that this William C. Phillips is most closely related to the Elizabeth Phillips listed in District 11, household 1470. William C.'s oldest child in 1860 would have been born when both parents were 16 years old. Possible but you have to wonder? Wish I could help more.
