That was established in 1913 by means of the Sixteenth Amendment to the U.S. Constitution, so I doubt that you will find any earlier than that. Since Theodore Roosevelt died in 1919, I would be surprised to learn that he filed a tax return in 1935. Could you mean Franklin Roosevelt??
