Found several BUCKINGHAM marriages at the Court House Annex. However, I did not find a marriage for Arena/Rena Frances BUCKINGHAM to James (Jim) PERRY which was probably in the 1890's. She was b 1875 and d 1909 and had several children. Please note that I found some marriages for 1888 and 1889 in the volume of marriage bonds marked 1881-82.
