I believe the census taker wrote everything... All tha hand writing in all the actual census sheets I have seen are in the same handwriting.. Hence so many alternate spellings. Mistakes in data. My son-in-law's mother was born in WI but the 1930 census lists it as IL. I thkink because most of the children in the family were born in IL so he just filled in IL for all..
