I agree -- if they are listed as a "volunteer" they shouldn't ask for money unless they want to be reimbursed for copy fees or something of the like -- they should, however, state that upfront. I volunteer in my area, and the only time I ever charge is for copies. Wish I could help you, but I live in Northern Kentucky. You can try to email some of the local libraries in the area you are searching -- I've found great luck in doing such. I had one library in Michigan do all the research for me, and I didn't even have to pay for copies.
