I suppose it depends on what kind of "volunteer" he is. If he voluntarily offered his "professional" services, then he would expect a fee and he should mention it up front, though I would not pay him anything until he "had the goods", so to speak. If he's a real volunteer, then he should ask only for his costs for such things as copying, and in some cases, travel expenses.
