Hi list friends, I've been looking at a TVA topographical map of the JOPPA area of Grainger Co. I see a HOWELL RD north of the Holston River. It runs NW to SE, ending near the river in the loop between Vineyard Bend and Horse Shoe Bend. Does anyone know who this road was named after?
