Wilma & Millie, Cora Hazel Delk (my mother) was born June 23, 1917, so she wasn't around at the time of the WWI registration on June 5, 1917. You are right, Zelma (3/28/1911) and Edna (4/24/1914) would have been there and under 12 at that time. I have Odie's birth date as Feb. 15, 1895 also, but I can't vouch for it's accuracy. K. Millie and I would say he did have two sisters under 12 years of age, if you look at the 1920 census he had tree, but in 1917 he may have had only two Zelma and Edna, one was eight and the other five, and Cora H(azel) was two and half. His father was almost 60 so he likely helped out with the family.
