I don't know why they would be there and not at the Register of Deeds for birth and death records of the early 1900's. Upon arriving at the Health Dept. they refused to let me look at "anything". I explained that I was doing genealogy and that other Register of Deeds in other locations made these records available. They acted like they were shocked and still refused. They told me the only way to get anything was to send to the TN archives and pay for the search. I sure wish someone could straighten this out. I am originally from Carter Co & I don't think that court house keeps any of those records. The health dept doesn't do that for genealogy research either. I've used a guy named Phil McGowan (I think) who will give you a single certificate or do a surname search. I can give you his info if you'd like to contact me directly. There is also another girl who does it & I think I have her info somewhere also. I haven't used her, but know several who have & speak highly of her.
