    3. We could see if we can find the text of "Intelligence Reform and Terrorism Prevention Act of 2004" and find the offending passage to see if it's really true, and then we can all write our representatives (and the President). - Heather http://surgerysupport.uchicago.edu/hblair/ On Tue, 28 Feb 2006, angie gregory wrote: > http://www.inthesetimes.com/site/main/article/2488 Well, this could make our jobs as gen researchers a lot tougher. this article makes no mention of what, if anything, we can do to stop it. > > > ==== TNCANNON Mailing List ==== > A complete Archive of past issues of this list may be seen at.. > http://archiver.rootsweb.com/th/index/TNCANNON > > ============================== > Search Family and Local Histories for stories about your family and the > areas they lived. 3. Angie, Propaganda is powerful! Fred, allow me to go off subject also. Terry Allen states, "This may not be the most dramatic danger to democracy, but it is one of the Bush administration's many quite, incremental assaults on the health of American politic. And it may end up listed on the death certificate for open society." Your posting would be better served on Art Bell's midnight show. Next thing you know black helicopters will land at Woodbury Library and confiscate all genealogical records. I think Bush is doing a fine job leading the nation's war against terrorism. No apologies will follow my comment. 3. This is why it would be helpful for us to see if the Terrorism Prevention Act really contains harsh restrictions on access to birth and death certificates that would be hard on genealogists. Poking around on Google, I think this might be the final version of the act: http://thomas.loc.gov/cgi-bin/query/D?c108:4:./temp/~c108lizdqO:: This looks more comprehensive at the "Federation of American Scientists" (I don't know who they are, so I can't vouch for them.) http://www.fas.org/irp/crs/RL32722.pdf On page 2: "In addition because many of these provisions only deegate regulatory authority to federal agencies, several concerns that were raised during the legislation's deliberation, including access to birth certificates by genealogists or other historical researchers, are not specifically addressed by the statutory language, and will likely be the subject of agency action. On page 11-12: "In addition to the security measures, the Secretary is instructed to establish requirements for "proof and verification of identity as a condition of issuance of a birth certificate, with additional security measures for the issuance of a birth certificate for a person who is not the applicant." Concern has been expressed that this provision may have an impact on genealogical and other historical research involving access to birth records. However, what exactly that impact will be appears dependant on precisely how the regulation is ultimately drafted. For example, it is possible that the regulations could be drafted in such a way that will make it difficult for genealogical researchers to obtain birth certificate without express permission or authorization from the person or persons whose records they are seeking... While it appears possible for the Secretary to draft a regulation that both complies with the statute and provides an exception or special procedure for genealogical and historical access, this result is by no means guaranteed, nor is it mandated by the plain language of the statue." So maybe a nice, polite letter to the President, and your Senators and representative would be a good thing to do. We can also write the governors of our states to ensure access to birth and death records. - Heather http://surgerysupport.uchicago.edu/hblair/ On Wed, 1 Mar 2006, Charles Page wrote: > Angie, Propaganda is powerful! 3. It appears that the article relates to the "issuance of a birth certificate", NOT a copy of an existing birth certificate, which is what "genealogist and researchers" are ACTUALLY interested in. Maybe this is related to the "issuance of a driver's license" simply by sliding a few hundred bucks under the table issue that has made Tennessee Headlines recently. Let's don't get overly alarmed by a few articles by people just trying to make a headline. Surely common sense will prevail, in the end. It usually does, after the smoke has cleared the air. What say we drop this and move on. Jess
