Best way to know if 2 men of the same name were 1 person or 2 is to search for something they signed. Signatures don't lie. Be sure it is the original documents and not a copy that a clerk or someone else has copied into the records or copied from the original records or official document. Hard to tell some times. Also the age of the individual and health conditions at the time of the original signatures you are comparing may make a difference.
