The TN Gene & History Website has some old maps and information at http://web.utk.edu/~kizzer/genehist/ The TNGenWeb Project has a whole section on maps that is awesome: http://www.tngenweb.org/maps/ The primary researchers in this field are Mr. Rene Jordan and Fred Smoot. Rene is working on a book that will contain maps and descriptions of all East Tennessee county boundaries from 1770 or so to about 1860 (I think). His work has been published serially in the East TN Historical Society's journal for 7 or 8 years. Fred's work is contained in the TNGenWeb Project.
