In addition to Bedford being formed from Rutherford, my understanding is that the southern portion of the county was formed from Indian lands. I don't know whether that included the 23rd or not. Also the missing districts on the 1878 Beers maps are the result of other lands being taken from Bedford to form other counties. Bedford just never renumbered the districts.
