Criticizes Prisons Tacoma, Wash., July 19 A two-time escapee from a Florida chain gang; fighting extradition proceedings in superior court here, in seeking of continuance of his case so witnesses might be called to uphold his charge of "cruel and Inhuman treatment" in the penal institutions of that state.
