To the rootwalker family: Delayed birth certificates were applied for for different reasons. Birth records were not a requirement until 1911 in Kentucky. Louisville had a few earlier than that and they were not the preferred document as proof of age for social security purposes. Schools are a very good source to use for proof of age because they kept records of when a child started school and at what age, so if you know where a person started school that is a good source to go to. I know this because I am a retiree of Social Security.
