I don't think I made myself very clear in my previous message. My point was that recording births was not required in the state of Ky. until 1911. Even all births were not attended by a physician and were not recorded. People did get delayed birth certificates for one reason or another during their lifetime by getting sworn affidavits from individuals that were present at the birth or had personal knowledge of the time of birth. However, these delayed birth records were not the preferred documents for proof of age upon retirement.
