I live in a small town in California, population about 5000. I have had no trouble getting books through ILL. I have gotten books and films from TSLA (five at a time seems to be their policy). Might this response just be your local library's policy? Years ago our local library requested that I pay the return postage, but maybe our local economy is better (?) now because postage is now paid by the library.
