My general approach to try to avoid repetition is to have the global sentences of a tag type include several split memo parts scattered throughout the sentence template. With different information inserted in different parts of the sentence it can "help" provide some variety. But to truly avoid repetition I think you will have to edit or create custom tags or roles. As others have mentioned, I also do not include the census tags in the main area of the narrative. My preferred output is using Second Site, and I include the census tags in a separate SS "tag group" as a separate labeled section after the main narrative.
