I think a big thing to keep in mind is that after installing (or reinstalling) TMG, go to the File menu > Preferences and make sure that your file paths are set correctly: Preferences > Program Options > General > Default Project Path Preferences > Current Project Options > Advanced ... And I usually select the Browse [...] button to select the folder rather than typing it in. Then run File Maintenance > Validate File Integrity > Search for Missing Files Specify Folders to Search Add the path to your Exhibit folder select Search in subfolders if you have any Many times we set or change file paths and forget to update them in Preferences.
