Your question started with wanting to find out WHO, so that is the list of people report. You want only selected people, which you haven't already selected, so it is a filtered group. In the filter: You want people with Immagratn tags, so you select that as the field, and the sub-field is number of tags, operator is > greater, and the number is 0. You also wanted people with some other tags, so your want the operator 'OR', and a similar expresion for each of those. You also want to setup under options the information about the person you want to display. (Name, ID number, etc) Run the report.
