    3. This issue was noted quite some time ago. The fundamental problem is that the single character for the flag state is what is actually stored in the data base. Reordering of flags and other flag state label operations on these built-in flags were not prohibited as they should have been.  Hence the design/settings of flags in HRE has been modified.
