Each port of arrival has its own set of instructions, needed info, list of film numbers and links to online passenger lists. I've read about, and accessed, so many ships lists over the last 10 years that I can't recall exactly when/how/where I found out about the Boston ship arrivals gap. I *think* it was probably a reference book called "They Came in Ships..." by John Colletta.
