In !862 Victoria and Vancouver Island were part of the British Colony of British Columbia. The two formerly separate colonies of Vancouver Island and New Caledonia were united in 1858 with the Capital in Victoria BC. You may find marriage, birth, death and other vital statistics at the Royal BC Museum site. I had a quick look and there doesn't appear to be any ship list there. All Canadian Ships List info for Canada, both pre and post confederation (1867) appear to be held at the National Archives of Canada in Ottawa. You may wish to go to that site.
