Kathy, I am looking at a copy of the card. On the bottom it says US Department of Justice, Immigration and Naturalization Services. Form N-35 (Old 1-IP). It has under the Date of Naturalization- Dec. 14, 1854 That’s where I got the date from. No U.S. federal immigration service existed at all until 1891.
