I think they are the same person. I was confused because she appears in the 1881 census with the name Hannah E Tetley, but in the 1891 census with the name Annie L Tetley. Most confusing! But, in the absence of any evidence to the contrary, we'll assume that both Hannah E, and Annie L, are really Ann Elizabeth! So, I've merged them, and deleted the spare one.
