    3. I haven't reviewed it and don't know what year you were looking at, but I'm going to guess it is incomplete. Allegheny had a lot of census records for every yearand while the folks on the census project are doing their best to transcribe as much as possible, I doubt that there are many counties that are complete.     3. Now it gets messy because the counties back then may not be the same as the counties now. Many new counties were formed out of others, so you have to look at the town and see what county it was in at that time, and not modern time. I do a search on google with the county and state name and the word, history, to see what changes were made if any. Or just get a current map up of the counties in the state and check the neighboring counties. The schedules have the township names to the right - with the actual films, the townships are on the top. As long as your township is listed, it should be complete.
