Clearly both Simeon's are the same person. What is odd is that in 1880 Sarah shows to 6 years older than Simeon, and in 1900 he shows to be 7 years older. According to Bible records, Sarah was born July 5, 1835 and died November 4, 1886. Could Simeon have married again to someone else also named Sarah? Another odd discrepancy is that the 1900 census shows Simeon with 3 children and 1 living. I know for a fact that his daughter Penny (Penelopy), a half-sister to my great grandmother did not die until 1944, and I also believe that Alma who married her husband's brother is her sister although I have not proven it. One last note from the above 1900 census, birth info says Simeon born GA, Sarah born MS, and then for the parents info in John W.
