    3. This might be a stupid question but why would anyone one to close off thses records? who would it help or hurt to leave them as they are? How can those of us from another state have an impact on what is decided in KY? Thank for the info.     3. Not a stupid question at all. I would like to know too. I have a feeling it has to do with $$$$. If they restrict them, they can charge more. And, the "think" they are protecting everyone from some unknown identity snatcher. All anyone has to do is look at the newspaper or internet if they are inclined to do something like that. It really doesn't seem logical to me for the state to do it except that the bottom line would be $$$ and that is what most legislation is about!
