People are buried in chronological order of death (rather than in family plots), and when the "end" of the cemetery is reached, they just start over reusing the old graves. I was told that this takes around 25-35 years, and when they are ready to reuse a grave they call the descendants and ask them if they would like to have "grandma's" tombstone. Many people apparently then put the old tombstones of their ancestors in their backyard gardens.
