Hi Carol, I don't know about the Scandinavians but they did have allotments. It was a way to assimilate immigrants with jobs a; housing etc and not have an avalanche of immigrants that we couldn't handle. The immigrants also had sponsors here who vowed to see that the new arrivals had a job and was able to take care of themselves or the sponsor's job was to provide for them. They also had to pass health requirements. They tried to allow a mixture of ethnic immigrants - not sure on what the number was based on.
