Technically speaking, Powell's Valley might be considered to be only in VA, but I thought that it was supposed to extend down into TN as well. I always thought people who were in parts of Claiborne Co. TN were in the historic Powell's Valley community. It was not formed until 1801, out of Hawkins, so Hawkins Co. would be the place to look for early settlers. I do not think that that area of VA is represented in the 1790 census or TN as well.
