Winter wheat is a cold climate wheat and is used to make flour for yeast breads and products that need a lot of gluten (pasta). Summer wheat is a warm climate wheat and produces a soft flour for cakes (cake flour). All purpose flour is a blend with both kinds of wheat and is used for biscuits and quick breads and some cakes. That information is from a cooks standpoint and not an agriculture one. We don't grow wheat in South Texas - just a patch of oats in the winter for deer.
