You are overlooking the 1939 National Registration. 100,000 signatures will only get consideration for putting before parliament. It won't guarantee parliamentary consideration nor consideration for early release. Like Tony Blair who dreamed up this idea to make the public think they can influence, David Cameron has stated he won't take any notice of any petition no matter how many signatures it gains.
